Nations to Watch means that any player sporting a Ones to Watch card whose country is participating at this year's World Cup will receive a one-time upgrade to their in-form if their team is successful in the competition. It's been a tough time for Erling on this front, it seems, due to Norway's non-participation FUT 23 coins. ('Tough times for Erling' is not something we expect to write on many other occasions this year/decade/millennium.)
The best part is that Nations to Watch players don't even need to be chosen by their country's team to get the upgrade. This means that should Gabriel Jesus somehow doesn't make the Brazil squad and his countrymen win the win in Qatar and win, the Arsenal player will still be eligible for an additional +1.
In the end, it's important to mention there is a limitation to Ones to Watch players do not get upgraded based on other promo cards. So if Tyler Adams gets some sort of wild 90+ card during April in the form of a new promotion called Factsmashers or whatever you're looking at, his OTW is not upgraded in line with the promo. (Sorry Tyler. If this helps you feel better, then you're in practically everyone's pre-order OTW packs.)
The unusual market for transfers of last year's manner of operation meant that it was usually practical and cost-effective to include good promotional players to one's team even within a couple of days after they came out buy FIFA 23 coins. It's possible that this will be the case in FIFA 23, but for right now, the top Ones to Watch players are going cost you a significant cost. Because they've not received any upgrades so it's difficult to recommend spending coins on them.
